THE KNOX-BOX® RAPID ENTRY SYSTEM PLAYS A VITAL ROLE IN RESPONSIBLE PROPERTY OWNERSHIP

A Knox Box is a secure, wall-mounted key safe that allows the Matlacha/Pine Island Fire Control District to gain rapid access to a building during a fire or other emergency without causing property damage. This quick access helps protect both lives and property. The concept originated in 1975 and has evolved over the past 50 years to enhance emergency response efficiency. In January 2022, the E-Lock system was introduced, and Lee County adopted the Knox Box requirement shortly after. Since then, all fire districts in Lee County have implemented this system, which has proven to provide fast, reliable access while minimizing or even eliminating structural damage during emergencies.
The Authority Having Jurisdiction (AHJ) — typically the local fire district or fire department — manages and enforces the Knox Box program within its jurisdiction. The AHJ determines which occupancies require a Knox Box in accordance with the Florida Fire Prevention Code (FFPC) and local ordinances. When a property owner installs a Knox Box, the AHJ approves its mounting location, registers the box to the property, and maintains exclusive control of the master key that opens all boxes within the district. This master key is securely stored in an electronically monitored device inside fire apparatus to ensure accountability and restricted access. Periodic inspections are performed to verify that each box contains the correct building keys and access information. This system ensures quick, damage-free entry for emergency responders while maintaining building security.
In Florida, the authority for local fire districts or AHJs to require Knox Boxes for emergency access is established under Florida Statute 633.202, which adopts the Florida Fire Prevention Code. This code authorizes local fire officials to require rapid entry systems when necessary.
According to NFPA 1, Section 18.2.2.1 – Access Box(es):
“The Authority Having Jurisdiction (AHJ) shall have the authority to require an access box(es) to be installed in an accessible location where access to or within a structure or area is difficult because of security. The access box(es) shall be of an approved type listed in accordance with UL 1037.”
The Fire District has the authority to request the installation of a Knox Box for the protection of any commercial structure, with the long-term goal of equipping all commercial buildings on Pine Island with one.
